This will happen no matter if chosen to side with either the NCR, the
Legion, neither, or if even chosen to stop the nukes. This unofficially suggests that the Independent "Yes Man" path in the main game is the more "canon" ending, but it is of course still up to players what side they choose in the main game, so it is still considered a speculation.
