    Charaktere innerhalb des Spiels reichen von Feinden bis zu den eigenen Bürgern. Die Einwohner der Vault nennt man Bewohner und deren Feinde sind die Angreifer.

    Seltene Bewohner findet man in Lunchboxen. Ihre Namen werden zufällig erzeugt. Von ihnen besitzt jeder ein seltenes Outfit oder eine seltene Waffe. Seltene Bewohner behalten ihr Outfit beim Betreten der Vault an und wechseln es beim Betreten der Vault nicht gegen einen Vaultanzug.

    Man kann 23 verschiedene legendäre Bewohner sammeln. Benannt sind diese nach Hauptfiguren aus Fallout 3 und Fallout 4. Legendäre Bewohner findet man zufällig durch Öffnen von Lunchboxen. Die legendären Bewohner besitzen in der Gesamtsumme 40 SPECIAL Punkte.

    Die legendären Bewohner sind nicht einzigartig. Eine Vault kann mehrere legendäre Bewohner des gleichen Namens haben. Die Wahrscheinlichkeit für das Finden der legendären Bewohnerkarten ist gleichmäßig verteilt und unabhängig davon, welche legendären Bewohner sich bereits in der Vault befinden.

    Einige legendäre Bewohner, wie Sarah Lyons und Preston Garvey, kann man durch das Abschließen ihrer jeweiligen Quest vom Büro des Aufsehers erhalten.

    Hinweise

    • Abraham Washington initially has an outfit that has no name and provides no bonuses. Despite the fact that the in-game Washington is wearing a blue shirt with a green pullover, the outfit's icon is the same white, long-sleeve, button-down shirt icon that a new dweller has before he is brought into the vault. This icon only appears in Abraham Washington's infobox; the outfit selection pane shows no icon, name, or bonus.[1] If this outfit is replaced, it does not enter your inventory, and thus cannot be given to any dweller; Washington cannot return to this outfit once changed. [2] UPDATE: This changed with the 1.5 release. Abraham Washington now comes equipped with Abraham's relaxedwear. If you previously changed his outfit, the relaxedwear appears in your inventory.
    • Characters' SPECIAL stats differentiate from their counterparts in other Fallout games. Characters may also be using referenced weapons that they normally wouldn't be using in their other respective appearances.
    • Die 20 legendären Bewohner, die seit der ersten Version dabei sind, basieren auf Charakteren aus Fallout 3.
